For some reason my ballast does not light my hamilton 14k's evenly. One is noticably brighter than the other one. I switched the plugs around and the brightness switched too. Is something possibly wrong with one of the internal ballasts? Thanks!

it could be the capacitor for one of the ballasts is weak, it's the most likely problem, the cheapest place I know of to get replacement Capacitors is here. http://www.venturelighting.com/
I would check with PFO first, it may still be under warranty.
