This situation is the one time I will use the Save For Web menu item in Photoshop Elements. You can specify the final target size (like 150x150) and then lower the compression until you squeek in at under 8k filesize. Photoshop seems to do a better job compressing the image than other programs I've used to resize and compress. The downside of this menu item function is that the EXIF info is stripped and thus not present in the final file. Not a big deal for small avatars but annoying for larger images where one might wish to examine the settings used for the image.
Can someone do me a favor? Its been 2 hours I've been trying to resize this photo to fit 8k requirement and it just seems impossible! Can someone do it for me please?

It is the maximum width allowed (150 pixels) and less than 8k in size.
You're welcome. Once resized, it didn't need to be compresssed (it was already under 8k). I was concerned the tentacle detail would go away but enough of it remained. Yay jellies.
