How do you determine when they are paired?

Is it when both the clowns are swimming togethers? I have two percs and the smaller one sometime does his sizure dance but doesnt swim with the bigger one. The bigger one swims everywhere and when that clown sees the smaller one sometimes it would swim really fast towards it looks. The small one hides near the top. I am curious how do you know when they are paired?

For me i wont actually just call any two fish a PAIR until i see them breed.
