It depends on how you are cycling. if using live rock and live sand from another mature tank then almost right away. If useing nothing like that then 4 weeks or so. Test for Amonia and nitrate and when they drop to zero start test nitrate. When the nitrate drops to almost sero you should be good to go.
Definatly test or have it tested at your LFS.
Depends also on what u plan to keep in it. I'd say you better wait for the rest of yuor life to keep u and the rest of the tank safe, as they usually are trouble in the long run.
Porcelain crabs are reef-safe, but shy. I have two that I hardly ever see. Never kept a pom-pom, but I seem to recall reading that they don't generally do too well long-term in captivity. A 5.5 gallon is not very big - what else are you planning to keep?
