Two pairs works best but 3 can be done using a lot more water changes and a more frequent cleaning regime.
Biggest problem is that if you slack off some time in the future, vibriosis or some other nasty bacteria can get a hold and wipe things out much much faster with 3 pairs than it can with just 2 pairs.
Depending on whether or not you have a sump or fuge I'd say that 2 pair would be the max. 30g for the first pair and 15g for each additional pair is the general rule of thumb I keep reading as a minimum. But the more horses you put in less water increase the amount of work you have to do to keep the water 'clean' and increases the likelihood of problems.
