How much flow is too much?

Maybe I'm doing something wrong, but, I can't get my Vortech's(MP40) anywhere near 100% without water splashing out of my tank and sand blowing all over. Should I mix up my placement of them? The bigger circles are my Vortechs and the smaller is my return holes(Eheim 1262)

How far under the surface is the vortec? mines only 4" or so to the top of the wetside to the surface and its no problem I can crank it to 100% though its usually at only 50%, running it in pulse mode would be a different story probably. It is on a framed tank though and the water level is just barely higher than the frame maybe 3/16".
 
The Vortech's are about 4" from the waters surface to the top of the pump and there is about 1" from the waters surface to the rim(rimless tank). I am running in short pulse mode, anti-sync, maybe 3 seconds between pulses.

Yea more flow the better! I have 3 Korilia #1's and 2 Korilia #2's in my 37gal, so thats about 70x my tank turnover not including my sump return, Fluval G3, and Fluval 304 filters and I'm gona get a new Evolution pump too so it will be even more flow!
 
i have 2800gph in my 55 gallon it blows some sand in spots of the tank but it has stoped sence the tank has settled. that is 50x over.
