How silent is "Silence"?

Hello, I am new to the hobby. I am trying to make my tank as silent as possible. The guy I bought it from put in Mag 9.5 as a circulation pump. I feel this is too much as it generates a lot of heat and makes some vibrating noise.
Since this was bought from Lifereef new I contacted them. Jeff is very helpful. He says Mag drive pumps are "completely silent". I thought maybe I have a bad impeller. Ordered new ones. It made some difference, but they are not completely silent! After careful research I decided that Tunze Silence 1073.020 would suit my tank better. Got the pump yesterday in the mail. One strange thing was that it was wet inside. Not sure if its a returned item or there is some liquid that is used to package it. I ran the new thing in a 5Gal bucket - humming noise/vibration. Put it in my tank now. It makes about the same noise as the Mag does. The cabinet and surrounding floor have some vibration from that pump running alone. I have it on the suction cups completely submerged of course. Since I have no experience with other circulation pumps (except for a Maxi-Jet 900 that I use for mixing salt, and getting the water in-out of buckets, I would call it "quiet") I am hoping that someone can tell me what is "Silence"? Should this Tunze be as silent as the Maxi-Jet? Are all pumps that have the higher capacity this noisy? Many thanks for your help.

The liquid inside is normal this is from a factory test, it is a glycerin solution added for a bench test. All of our pumps will have this when new, every pump is run before it ships.

Bigger pumps will always make more noise than small ones, so it won't be as quiet as the small MJ 900. It should be at least as quiet as a comparable Eheim or Mag Drive. Odds are it will quiet further after some run time.
