When I caught my wrasse I kept scaring it into the sand until it finally went into the sand by the corner of the tank. Can you scare them into a corner? Or a wall? When they dive under the rock just use a flex tube to keep agitating them until they come out. They will start to learn that diving under the rocks is a bad idea because you will poke them there.
