How to glue dry rock together?

You didn't see the yellow buckets of hydrolic cement? Water Plug? All HD's carry the stuff and most typically have a ton in stock. They don't sell the "Thorite" brand but they carry hydrolic cement which is the same thing.
 
BTW, hydrolic cement is used in some cases to plug holes in wells. It doesn't let water pass thru it since IIRC it's a synthetic cement blend. Virtually no curing and will not crumble in the long run like normal cement being attacked by saltwater.

Ya, the new HD in Daly City doesn't carry the "yellow bucket". However, they carry something call Sakacrete hydraulic cement.

Could I use that instead?

The only yellow bucket I have seen is in OSH called Quikrete.
