How to make a RBTA Healthy again?

I picked up a LTA and a RBTA 8months ago (came from a members tank) both where very healthy, since then the LTA has gotten huge while the RBTA has gotten much much smaller.

I figured it was dead but hes still hanging in there, He hasn't moved since I got him, hes very bleached and lost many of his arms. His size went from 12" down 1.5inches.

I've tried feeding him tiny pieces of silversides but he doesn't eat. I've tried shrimp from jewel, Rods Food etc no go.

I know everyone says let him be he'll move to where hes happy, but I figured since hes been near death for 3months now maybe moving the rock to a different spot couldn't hurt? I have him very high up in tank, under 150w halide and he gets moderate flow. Should I move him lower down in tank?

Should my RBTA be getting the same conditions as my thriving LTA? Cause the LTA is doing great and gets much less light and less flow.

PS. What can I try to get him to eat.
 
You may want to try some newly hatched brine shrimp. What are your water parameters? It could also be chemical warefare between the two anemones.
