He's definitely not well, could be due to stress, could be due to him just being mental. I had the same problem with one of my clowns. I bought two of them, one was completely fine, the other was doing exactly what you're describing and would swim right past food. Eventually both clowns went into a much larger tank but the jumpy clown was still jumpy and true to that he jumped out of a small opening in the top where my return pipe was and that was that.
And please please don't try an anemone. Deep down inside I'm sure a lot of peoply know the answer when they ask "Can I keep an anemone under (insert unsuitable lighting here)". All it takes is one smartass to say "Yes you can" and the one who asked the question feels validated and attempts something which while not impossible is unlikely successful and harmful to any anemone
