I caught a small octo while fishing

A few months ago while fishing I hooked a fish skull. When I got it up and on to the pier a surprize crawled out of the brain cavity, a small octo. I caught him on a pier under a bridge on the sw coast of florida, in the gulf of mexico. I was wondering if anyone could tell me if there is only one octo in this region or more. And if there is only one, what kind is it? How big will he get? He is only about 3 or 4 inches across fully open. Also He has only 7 legs, about how long does it take for their leggs to grow back, if they do? Thanks
 
probably some sort of pygmy octopus. He is probably a full grown adult, meaning he may only have a few more months of life. Could be a joubini or mercatoris or possibly some other species. Check out http://cephbase.nrcc.utmb.edu/ and do an image search for those species so you can compare.
 
Just as a comparison.....

My vulgaris came to me as a Spetopus and the new arm has grown approx 2cm in about 3 or 4 weeks.... the other arms are about 17cm long ~
