icecap 660 ballast with t5's?

It has to be more than 4 doesn't it? Can't the 660 power up to 5x54w t5's without trouble? So since he's only using 39w bulbs he should be able to power more?
 
I think its 4 bulbs max - 16ft max length of bulbs combined. Obviously you'd need 5' or 6' footers to near the max capacity of the ballast.
