Ick on Firefish! And Green Chromis Missing scales! And Clown's tail torn

So I haven't been able to do any water changes on my 46 gallon for two weeks. Today my firefish had no problems, but further into the day, it spread alot, and now there are alot of white spots.

How do I get those spots away? I'm going to clean the tank tommorow. And what causes the ick to spread, or appear? I do feed my tank alot of mysid shrimp, but all of it gets eaten, will it still get the water dirty? I also feed Kent Phytoplex to the tank, one to two times a week. I dont know if these things will add to the ick or something.

Also, my green chromis is missing one scale or two, will the ick spread to it? Or will it get infected. And will the scales grow back on it?

And last, my smallest Ocelaris Clown's tail fin is partally torn. No aggresion goes on in the tank, but will it get infected or anything also, and will it grow back?

Thanks for everything, my tank isnt usually this ut of shape, I just havent found time to clean it. Wait, my skimmers been broken for 2 1/2 weeks, could that also be why this is happening?
 
I was just reading this person's (sorry, forgot your username) thread on treatment of ick, but I don't have a quarentine tank, and I have live rock and invertebrates in my tank, so I can't do the copper or the salinity treatments. So would a good water change help? Could not having a skimmer sort-of be the problem, or adding to it? And will the ick spread to my other fish?

I'm not sure if this could be another reason to why I have ick, but I have lots of fish for a 46 gallon reef tank. I have:
-1 Diamond Watchman Goby
-2 Bangaii Cardinalfish
-1 Green Chromis
-1 Firefish
-3 Ocelaris Clowns
-And Im getting a Green Clown Goby soon, and possibly a Midas Blenny
