id please - is the tailspot sick?

i'm referring to the white spots on him. they're not dots, but rather blotches. the 6-line wrasse that's in qt w/ him seems to not have these. ideas? is it ich?

It is hard to tell but many fish including blennies can change color when scared , in shock, or depending on it's mood .Is it eating?
 
Do you normally see them on him in the morning or just after you turn on the lights? I had a bicolor blenny that had the same splotches on him. I think it might be a mood thing or something, but i do know for sure that they do lighten up a bit at night. I hope this helped!
 
I had a yellow clown goby that did the same exact thing, when I would turn my lights on in the morning he would be bloctched all over. It's normal.
