Opinion is like an XXXX (subtitle what ever you want). Each person has at least one.
About the ring around the pupil of the the eye as characteristic, this can change with how the picture is taken. With flash photo, one can have an Ocellaris with bright orange ring while certain light condition can bring a shadow to the Percula eyes. This characteristic is very reliable IMO but have to use in person, looking at the fish. It reliability decrease markedly if just picture is used.
The OP fish looks like a young fish. My opinion is that he is a Ocellaris due to the general shape and coloration. IMO, the pictuer is a flashed photo, and the eye ring look like it does have a muddy ring around the pupil instead of clear orange. Certainly there are lots of PerculaXOcellaris clownish out there (I have one). He may be one of these.
