ID Por Favor

What is this piece? I've had it for a while now and its proven to be a slower grower. It is sitting almost directly under my AquaIllumination LED module so it likes high light. It is a rich blue color with grey/greenish polyps.

Sorry the picture isn't very clear, I had just used some coral snow prior to taking this picture.
