Can anyone tell me what this is? At first, I thought it was just glue bubbling up but I'm not sure. It keeps growing...

The treatment is finding out what is lowering your water quality and growing algae. Could be overfeeding, too long of a light cycle, ro filter or di media needing replacing... Those are usually the most common phosphate issues, but bubble algae is a hard one to get rid of. I keep it in control in my tank with vodka dosing.
 
You can also take a pair of hemostats and pull the bubbles off, they have somewhat of a hard texture to them. I try not to pop them when removing um but OP don't care if they pop or not.
