Wouldn't it be simpler to just frag corals from other reefs and transplant them in spots in the damaged areas?

I think with this method they try to seed thousands at once.
 
you could frag but how would yo umake sure that the frags will stay in place
for another thing, it woudl be a bit more natural to start a whole new colony, if it is kept in captivity, the gametes couldn't get taken away by the current, thus later on, they can then transplant them onto the damaged areas...
 
Something else I didn't take into account was genetic diversity oppose to fragging which is essentially just cloning.
