IrfanView resizing

Ok, I did a search before posting this because I know the questions have been asked hundreds of times on here. I've fiddled with it all I possibly can and it isn't working for me. I am trying to create a new avatar.

I think everybody understands completely how to get the pixels down. At least that part is user friendly. The one question everybody seems to have, including myself, is what about the bytes!? Nobody has explained how to get the file size below 9k bytes in any thread I found.

I've tried save as and dropped the scale all the way down to 1 and it still says it's at 15 kb.

Re-sizing on photobucket will not work if the bytes are not below 9k.

I use Photoshop for this stuff but I just tried it with Irfanview and it worked ok. Clicked on Image>>Resize/Resample and entered 150 for the width and then file>>save as and dragged the slider to 50. The original was 260k and 1200 pixels wide, the shrunk pic was 3k. Sometimes pictures with a lot of detail will be hard to get down to 8k though. If you want to send me the pic (or post it in this thread) I'll shrink in Photoshop.
 
Thanks Greg. I finally downloaded a different trial program (that actually allows you to set how many bytes you want) and it worked.

(I shoulda used a square image instead of a wide image but it works)
