Is complete silence possible?

Either a dedicated fish room or a basement sump. Mine (105 corner) is a basement sump with an LED, a massive canopy, and a submerged standpipe and the only thing you get upstairs is a soft running-water sound.
Honestly, if the spousal unit is opposed, it is not going to be a happy situation. There are many other restrictions, like not using cleaners, candles, carpet fresh near the tank (spray glass cleaner in an adjacent room, bring just the wet cloth in). If you have a good canopy, and LED lighting, this can be a protection against chemicals, but again, your sump has to be protected, too: mine is 10 feet from the laundry area and is ok, eg. But crafting with volatiles would not be good.

As I sit here typing this, I hear a soft trickle from the reef ATO, and the fans on the LED's on the FOWLR. I have an RW-20 running directly behind me, and can hear an occaisional whine.
She doesn't want the fish tank and by placing an unreachable restriction on it, it becomes your failure to meet her conditions, not her outright refusal, when she says it has to go.

How are you going to get your skimmer silent? I've been working on getting my tank very quiet and it is for the most part. The only sound I can hear is a small low freq. hum from the return which you're mind will filter out when you're used to it. My skimmer on the other hand is not silent. It's air intake from the breather valve or whatever it's called is what makes up 90% of the noise to the tank.
The only other occasional sound is sometimes a bubble will hit the power heads and they're make this clicking sound for a few minutes until they're able to expel all the tiny air bubbles it creates.

We've got a BeanAnimal on ours and that part of the system is 100% silent. The other pumps on the other hand do produce some background noise, but not much at all (washing machine and dryer are louder from 2 rooms away). You can always go get a bucket and some pumps and plug them in to simulate the sound before you get approval.

Keep in mind w/ doing all this you will probably find the need to vent the inside of your stand to avoid heat or moist air and keep from mold issues.
