Is it normal - nano stream

Every time I do a water change I turn off the nano stream, then when I'm ready to turn it back on and plug it in it never starts. At first it used to always start backwards and I would put my hand over the front and it would correct itself. Then for the last month to get it to start I have to pull it out of the tank and rinse it under the sink and plug it back in. Not sure if thats doing anything because it appears clean anyways but thats what I've done to get it to work. I've tried leaving it unplugged for over an hour because I've heard that if you want them on a wave timer to do atleast 15 min intervals but even that doesn't work when I plug it back in.
 
I plug it in and out a few times to see if it should start then wait a bit and try again a few times. Should I just leave it plugged in and check on it later?
 
Is that what seio's do? I had a seio on my last tank that worked fine. Same with my tunze electronic on that tank, both worked fine. Both were deep enough that I didn't have to turn them off during a water change though. I have a nano these days. This is only my third tunze product but it's pretty frustrating that I can't do a water change with out worrying about my pumps starting. The tunze skimmer turns back on fine everytime, just not the nano stream. BTW is it Toonze or Tun-zee?
 
Likely the shaft has come loose of the hole it is supposed to be permanently fixed in at the bottom of the pump. Please check. If this is the case i will replace your motor when more arrive.
