Is my male clown too small to mate?

I recently bought a pair of false percula clowns. The male is tiny compared to female. They don't fight. I just wonder if the male is too small or young to mate yet. See the pictures

It's hard to tell from pics, but he may be a little small. Just keep feeding him and he will grow quickly.

The female is about 2.5 inches and the male is about 1 inch.

As far as being able to breed, then most likely yes. As far as actually pairing up, then no.
