Is my tank too small for my fish?

Hi, I have had my goldfish for at least 12 years and in this time he's grown quite large. (I think) my tank is 40 litres, but i'm not sure. It could be 30. Anyway sometimes I feel like my fish has little room to swim around, so basically is he too big for his tank? (Pics attached).

This is a saltwater forum, but to me he looks like he has outgrown the tank.

I am hoping you are a troll. That tank MIGHT be 10g, looks more like 5g to me. Either way, yes the fish is too big for the tank

Sorry my bad I didn't realise what forum this was, & also I meant to write litres, not gallons. Does that make more sense? And what size tank would you recommend for this fish?

20g per gold fish is what I go with. They make a lot of poo.
