When the flow is causing the polyps on your corals to stay retracted from the flow hitting them, then that is to much flow.

id say that the current is too much when your fish swims in the line of current and he gets pinned up against the glass or gets blasted out of the water...

personally i have 66x turn over rate, but thats only in a 10 gallon. I dont think its to much for my tank at all.

Different corals and fishes require different amounts of current. So everything depends on the exact animals in question.
