I'd say probably yes to both.
Try a bottle trap to catch the brittle star.
Asterinias are usually harmless... That one's no concern.

Still a green brittle, though. That just means you have a good bit of time to catch it before it's a hazard.

Exact middle of the picture. There's a hole with a thin green tentacle poking out.

If it's as tiny as it looks, it may be a micro brittle star. If you only ever see it's arms that's likely what it is. If so it's beneficial and harmless.

Actually, most brittle stars spend a lot of time hiding... I don't think that's a microbrittle, they're usually grey/white/black or some combo of those.

I had an 18+" brittle green for over 6 months. It never harmed any of my fish. I fed it every 2 days though. I was new and once I learned the risk I sold it off.
That little one you have isn't an issue, and will have to grow way bigger to be one. Once it's bigger you'll be able to catch it with your hand when feeding it.

the pic makes it look more yellow than it is. it's more of a neon green color.

My LFS has a whole bunch of green brittles. They're all the color of something you'd find on a tree, mostly all dark green.

While the picture isn't quite clear, it doesn't look to be a green brittle to me but a micro brittle like others stated. I have some micro brittles that have a greenish tint to them and the arm looks like it has bands on it which I don't think I have ever seen a green brittle with any sort of banded coloration on the arms.

It does have bands on the arm.
