Is this Algae or ??

It's almost flower-like in appearance, easily removed with a toothbrush, but comes back within days. It's on the higher level of the rock in a high flow area.
All parameters are good and this is a 7 year old system.

Any ideas on what it is and how to permanently remove it? Thanks

Blue clove polyps look like individual flowers, and they are not an algae. They are an invasive soft coral. Suggest you google 'eliminate blue clove polyps' and remember that IF you kill off something wholesale, you risk other corals, AND you very much need to have a great skimmer---or some aggressive water changes over a period of a week after.
