Is this fighting or pairing?

I have a one inch perc in my tank and introduced another perc yesterday around the same size. My perc is hosting an rbta and was bullying the new clown. Both would quiver, but she would eventually chase the clown to the corner. The intersting thing was when the lights turned off the new clown went to sleep close to my perc and nem without issues. Once the lights turned on, the chasing and quivering comenced again. Is this signs of pairing or fighting?

sounds like theyre starting to pair up. i wouldnt worry unless the smaller clown gets hurt

They're working out their dominance issues. IME, eventually one will become female and will posture aggressively and only the male will quiver in response.

Which ever one is bigger(normally) will become stronger and scare the other into have almost a seizure which is them moreless giving up. Eventually only the male (smaller) will do this to show it surrendered. My b&w clowns did this the first day igot them because my female was noticeably bigger. Hope this helps!

The new clown's fin is a bit frayed as is a little of the dorsal fin.
