Is this Fin rot?

I have had this flame angel for about 2 months He has been eating like a hog everything seemed normal until a few days ago I noticed his rear fins looked a little ragged. It hasn't gotten any worse over that time one symptom I have noticed is heavy respiration.

Ammonia 0
Nitrite 0
Nitrate 5ppm

I feed a combination of Mysis, Cyclopeeze, new life spectrum and selcon all mixed together fed in several small feedings throughout the day. He eats all of it and doesn't stop till every last bit is gone.

If it is fin rot can he recover on his own with proper nutrition?

do a FW dip to test for flukes.

flukes can cause ragged and torn fins that won't heal.

Added a dose of prazi pro overnight heavy respiration has stopped.

I figured trying to catch him would just make it worse. The way my rock work is laid out there is no way to get to him.

Maybe it was gill flukes?

If the fish had skin flukes, you should be able to seem them quite easily. Hard to say what it is, the picture is very fuzzy. See if you can get some better pictures, or spend some time observing the fish and post your notes.
