In manufacturing when a product doesn't meet the required spec, it has to go somewhere. Sometimes the components are sold, sometimes they are dissembled and recycled as much as possible for the materials and sometimes they are sold off in bulk and re-sold by another company where the specs are not as exacting.
Seeing an Ecotech label isn't surprising, it could have said HP, Toshiba or any other product using a switching power supply. Normally that label would have removed and replaced with another. That one appears to have slipped through the cracks.

That looks like the original ones from the WP-40's, I'll have to try to get to mine tonight and see what it says on it.
How do you guys clean them? Is it an overnight soak in vinegar/water solution?
I use diluted muriatic acid. 5 min of soaking, brush and rinse and you are done.
What is the acid/water ratio? I always wanted to try hydrochloric acid but didn't want to risk mixing a strong solution.
Important safety tip, pour the acid into the water, not the other way around.
