For the record I use a CPR overflow (with Aqualifter) and we use one at my office (without an aqualifter) and neither has ever failed.
I do think the pump mandatory due to the nature of the design. The CPR's don't have the same flow velocity as the U-Tube overflows so the bubbles tend to get trapped. If enough bubbles build up, the siphon breaks. This is why you need the pump there.
Alternatively, you can run an airline from your CPR to a powerhead in your sump (note: NOT in the display tank). This should serve the same purpose as the aqualifter.
I like my CPR a lot, the "U-Tube" overflow it replaced was a total eye sore.
