Leaky bulkhead, help!

Well my Thanksgiving is spoiled by a leaking bulkhead. It's a new setup and I was testing all the plumbing. Well the plumbing looks good, but the bulkhead in my sump which is also a stand is leaking.

How dang tight should they be. I heard if they are over-tightened they will leak, so I just did hand tight plus 1/2 turn. I had to drain 100 gallons of fresh RO water, so any help is appreciated.
 
wrap a rag about it, if it's just a seep, and put the tail of the rag in a bucket for today. You can also tighten it just a hair, little at a time, because if over-tightened, they can crack the wall. Sometimes the gasket can take a while to settle: mine chronically leaked a bit at first, then formed a salt crust around the leak, then finally quit leaking.
 
Thanks for the help Sk8r. Just one more question. The washer always goes on the flange side,water side or not, correct?
