How do you successfully qt these guys before adding them to your display? Do you set up the tank with an adequate sandbed, or will pvc pipes work?

PVC will not work - they need sand. I have a 75G isolation tank that I put mine in. It is like a reef, but without many corals. It has a sandbed and plenty of pods. I don't medicate or hypo in this tank, only get the fish eating and used to captivity. After a few weeks, then I put them in the display. I have only ever lost 1 leopard this way and it came in damaged - it was a black which are way harder (IME) than the melagris or potters.

A sterile QT tank will likely mean death for these fish.

I know someone who put a tupperware container filled with sand in their BB for their wrasse. It seemed to work, but I've never tried that.
I throw my fish that come from live aquaria directly in my main tank. I know I should QT, but I've not experienced any ich or other diseases thus far (3 years and going strong). I will not put fishes from LFS directly in my main tank though.

I took a chance with my divided from a LFS. They told me she was not eating in the store but I figured she would have a better chance in my tank with lots of pods than in a small 10 gallon with 5-6 other fish. She was out picking on rocks by the first night & within a week she was readily eating frozen brine. She now eats anything I put in the tank :)

I think if you can find a store that has a supplier with a good track record with leapord wrasses you've got a better chance at getting one to survive.
