Hang in there, it will give you time to plan. That way you will know your money was well spent on the equipment you do get down the road. IMO, a much better feeling than getting the tank up quickly.
That's kind of what I thought from the tone of your posts. Stay on here and plan out what your want to build thoroughly! I'm not advocating giving up, or purchasing the best of everything you can get up front. Watch the used equipment thread, Craigslist, etc.. I'm not sure what you may have access to in your location... I think there are already some good ideas floating around in this thread that will be food for though as your planning progresses.
It's my opinion you shouldn't cheap out on critical equipment and supplies (lights, filtration, heater/fans, salt, etc...), that will limit your success. Like I said before, even a 6 LED kit from RapiidLED can be integrated into a more elaborate future build where you can still reap some value from the money already spent. I agree with asid61, a skimmer is not required... just be aware of the need to religiously do regular water changes, a perpetually repeating cost. zachts quotes that cost to be in the neighborhood of approximately $8/month, on a super slim budget that may be a factor you need to be aware of.
