i have a question,i might be starting a 30 gallon seahorse tank soon and i wanted it to include tons of different macro algaes but i want to keep electricity down(mom doesnt like the bill) so i was wondering if most macros can live under the stock lighting that comes with a tank? i believe its 20 or 30 watts of no florecents

Yes actually, many kinds of macro's can survive at that comparatively little amount of light. Growth will likely be slower but thats a trade off most people are happy to live with. I believe many SH keepers like Caulerpa, Ulva, Chaetomorpha, Botryocladia, Halymenia, Halimeda, Udotea and similar reds and greens. I'm not positive, but looking through reports from the keepers in this forum, it seems like the brown algaes (Padina, Sargassum etc) prefer a bit more light to do well.
