lime slurry to combat dinoflagellates

I have a dinoflagellates outbreak. It's not too serious but I want to treat. I read that lime slurry is a good approach to elevate the pH. Will this be safe to do on a 23g sumpless tank? If so, how to I go about mixing it? Is 2 teaspoons of kalk mix powder into a cup of RO/DI about right?

This would very rapidly increase your pH, which could cause a lot of death. Most animals in our reef tanks are VERY sensitive to rapid pH swings. I don't know that I'd recommend a slurry. I'd probably recommend a slow drip instead.

This is a great way to top off your tank anyway, as it helps keep Alk and Ca up. Make sure you keep them balanced too though.
