Lionfish is Sick!

I've had my Volitan Lionfish for nearly 3 years, it is near 13 inches and I am well aware that my tank size is way too small for a fish this size, but that is besides the point at this very moment, although I understand the tank size probably contributed to the stress level in the fish.

Anyways, my tank suffered from a large ick problem about 3 years back, and it was finally cured with the addition of a UV steralizer. I now keep it off unless I see a sign of disease (which has only happened twice in the last 2 years and has gone away with the UV) This lionfish I have now originally had some ick on him, but he fought it off when he was very little.

Now, my lionfish has went on 2 hungerstrikes in the past 3 years, where he just doesn't eat for a few days (5-7) and then one day he just starts eating again and is fine. However, this time he didn't eat for 5 days and his outer fins are all covered in ick, but not his actual body. I've had the UV running for 2 days now, he seems fine except he appears extra sensative to light (when I turned the light on in the dark room he fell right to the bottom) and at times will sprint to the other side of the tank quickly. He is still not eating, but is still acting fairly normal.

As for my options of treating this, they are few to none IMO. A quarantine would be hard to find a tank large enough for a 13 inch lionfish to treat him with medication or hyposalinity, plus moving him would cause quite a lot of stress and probably me getting stung. A freshwater bath, only causes more stress, and also the stress of moving and me most likely getting stung. He is still not eating so I can't add medication into his food.

Any ideas on what to do? Or do I just have to wait it out and hope he pulls around?
 
Update: once the lights turned on the ick on his "outer fins" is doing better, less and not as intense. However, the sump was a little low on water so lots of bubbles were coming into the tank and they seemed to adhere to his body, does this have somethign to do with him losing his slime coat? Or what? After I added more water, he kind of "jingled" around and a majority of the bubbles came off.
