I get some culls from a clownfish breeder for my predators once in a while. But don't know of a source. Are you just trying to wean the marine beta (one fish I've never kept) onto a captive diet? If so, mollies work well and aren't as bad for the fish as most fatty FW fish. If you just give him a few once in a blue moon, most FW fish won't hurt....but don't make it a habit. The big problem: SW fish used as feeders would need to be quarantined, like any new fish. LA has feeder shrimp sometimes, not sure if they are FW or SW. Juast curious, why do you want SW feeders specifically?
If you're weaning onto a captive diet; Greg and Renee's lionfish instructions work well for any SW predator. Keeping a SW fish on a live diet is a real PITA and not necessary; and probably not nearly as healthy as a diet of various frozen seafoods, with added vitamins. http://www.lionfishlair.com/
