My first attempt at a reef system started in 2000. I built this CPVC frame with an overhang. The system has been redone three times now and I am using the same frame.
The CPVC is smaller diameter than the 1/2" pvc and lighter. I drilled the frame and made the base wider than the top section for stability.
I never drilled my rock. I actually tried a couple times but fractured nice big pieces, so I stopped drilling. I usually found an abundance of natural holes that I could slide zip ties through it.
With the proper amount of rock, you should be able to completly cover the frame. I think I have about 60 pounds in the first few photos and my current system in the last pic has around 80-100 pounds.

This is a pic back in 2002 with my second tank. This is an 80 gallon. First was 75gallon.
More shots, this time I moved and decided to build an internal overflow and drill the bottom glass. This is the same 80gallon. As you can see, I have the same frame too.
This is the tank 6 months ago after some major stocking and growing. I've outgrown the 80 and will soon be replacing it with a 110 tall. I will likely rebuild the frame.
