Macroalgae for mandarin with foxface?

I am planning for a mandarin (probably Synchiropus picturatus) and wanted to boost my pod population before buying it. I heard that some species of macroalgae host and encourage pods to multiply. I do not have a refugium. My only problem is I have a Magnificent Foxface who would eat delicate algae. any ideas for boosting my copepod population (without having to set up a refugium? The tank is a 75 gallon.
 
if you dont want to set up a full blown refuge under the tank like a sump, you can get a hang on back filter. take out the carbon or foam and biowheel and put in some sand and macro. that would be good for some pods.

you could also give the pods more places to hide in the display with little bundles of rock close together so fish can not get in. i've read of people stacking small pieces of rock in a strawberry basket hidden behind the main rocks.
