Male or female Reidi?

I have had hard time trying to understand why this individual looks male to me but has too tiny pouch compared to an another male which is smaller in size, but has a bigger pouch..

I also wonder why head of ''spikes'' of this pony seems to bee white, a problem?

Looks like a male to me. Is he wild caught?
Some seahorses dont grow all the same maybe he is lacking something.
Is he eating good?
Maybe try to enrich his food more?

Either you have a male that is just developing or you could have a female that is developing a pseudo pouch.

The seahorse also looks like it could use a little more nourishment. I would up the feedings if it is eating properly.
