A mandarin in a 2.5 gallon would be too small just due to space requirements.
The minimum would be 10 gallon for the space needs of the fish and about 30 1 gallon tigger pod cultures to feed it properly.

Actually a 10 gallon will do for fine for sufficient pod production more or less, provided the environment is optimized for it, at least for a female. On that I speak from personal experience.

99.9% of the people here I imagine want to actually have a proper reef. It's really not at all that difficult and a lot easier than maintaining an SPS reef.
