maroon clown....brook, ich or something else

I can't figure out which it is.

He does not appear to be breathing heavily, but he is not really swimming and eating. He just sits in the same spot and sometimes even wedges himself btwn the rocks.

he has some kind of white stuff on him. It does not really look like ich (individual white spots) but it does not look like brook (comparing with the pictures) But the white stuff is even on his eyes.

I have not tested anything else, but I have recently finished a 100% water change due to high nitrates.

I took some pics, but you can't see any of the white stuff in the pics.

not only did he not make it, my 9" stars and stripes puffer contracted brook and didn't make it. :(

This has been a very bad week and half for me. (also lost a porc puffer)

I am settting up a 40g QT and removing the fish I have left. As my emperor angel looks horrible and is all of a sudden covered in ich.
My humu seems uneffected, but he will also go in QT.
