In the first chamber of the Oceanic Biocube 29, could I cut a hole in the grate in the middle, and mount the heater in there. Or would this wreck the filtration? Or would it melt the plastic?
Thats where I have mine mounted with out any problems. You can remove the grate if you want. I don't see any reason you can't put a hole in it to hold the heater as well. As long as the heater is in the water you shouldn't have to worry about melting anything. As for the filtation there would be no harm done.
I have a Jager heater, although they say it is submersible on the box, in the instructions it says it is not submersible. So I have to mount it with suction cups
Anyone else have an answer as well to reassure me?

I wouldn't worry about the max level in the last chamber just the low level. If you let it get to low then you will start sucking air throught the main pump into your tank. I perfer to run the chambers as high as possiable. You may have done something to impove the flow through the chambers, like take out the stock filter or even just adding additional water to the chambers will raise the level.
As for the Jager heater I no the old Jagers were submersible but I think there is a series of heaters that were not and then they came out with a new seriers that was. So it got very confusing as to which was which. I would do a google search on your heater model and see fore sure if it is submersible. Shorted out heaters can cause a lot of distruction in a SW tank. Better to be safe then sorry.
