That method is normal in HK. First, I was in shock but I saw it store after store after store on that street. They don't do it for saltwater but most fresh water fishes are fair game.
When the store closes, it goes back to the holding tanks and is re-bagged the next day. Lots of work, but I guess it works for them.
If you're into reef keeping (or fresh), Tung Choi St in the Kowloon, Mongkok area is worth a visit. You won't regret it. If it's still around, beware of the stinky tufo at one end of the street. I could smell it a block away. The smell is so pungent, it gave me a minor head ache. Everyone I know that tried it said the same thing. It stinks but it tastes great!
