My bluethroat trigger has cloudy eyes

Please diagnose how to treat this?
He is breathing really hard, and I am scared he won't make it. He is on his side, but I can see in the reflection on the bottom that his other eye is the exact same... Could be velvet? Does that mean CP? Help! I don't want him to die!also, uncycled QT, ammonia safe according to ammonia badge, didnt test nitrites or trates dont have a testf for those, ph 8 salinity 1.020

Did you treat with prazi? Given the shape his fins are in, breathing hard and cloudy eyes you could be looking at flukes.
