There are many forms of swim bladder issues and not all result in the fish to be too buoyant. A lot of times the fish has just balancing issues like this one.
Though this could also be something else.
The only thing I would exclude is spinal injury. Fish with that usually don't have to this kind of balancing issues but rather drag their tail while having to work harder with their pectoral fins.
