My Tube Doesn't Eat

Ever since I got this guy, about 2 weeks, my tube just sits sideways all day. It's moved around the tank looking for a spot and even found a corner for a few days. It also excreted a goo that created a sort of webbing in the LR near it, from its base. I tried to feed em krill but he doesn't react to it at all. How do I know its happy? I expected him to seat by now and expand and such. Water params are all in check and I have a 3" substrate.

thanks Scott but I read that before I bought when I was doing research. Does anyone have any personal experience with these and potentially being sick? It's been doing this since say one.
