Nano Filter

I would go for the Nano Reefpack to employ a skimmer as well. The Nano Filter would be sufficient, but you would need to be more vigilant about water changes. It just depends on what type of environment you want to create. If you desire SPS get the Reefpack, for a lagoon tank the Nano Filter would suffice.
 
In my opinion I would rather have the skimmer only, skimming is very important to success, it raises the DO levels and removes waste that an ordinary filter cannot.
 
If you go filter only I would prepare to be even more discouraged, a filter just cannot do what a skimmer can. It is a nice extra but if choosing one or the other, the skimmer is what is critical.
 
If you go with the filter only make sure you have very chaotic surface currents and use some kind of chemical media with the floss. The only negative about the skimmer only option is you will have a nasty surface film that will inhibit gas exchange. I would just get the Reefpack, Roger is right, you have to have the skimmer.
