Need help in Public Aquarium

Looking for resource personnel who can assist us in any of the following design, soucing, installing, filtration, lighting and maintanance for a public aquarium in the Caribbean. It will contain both fresh and marine life.

As for the other questioning without asking for more info here are the facts:

We have not set up the public aquarium yet that is why we are in search of personnel to asist us.
We don't have any specialist because we don't have any in the island.
This public aquarium will take about 1 year to be completed and we are still in the planning stage.
I am a novice and need all the help and advice I can get.
All constructive advice and guidance appreciated.
